David Catania will ask Council to postpone his Healthy DC initiative and instead use funds to build a cash reserve to support the Alliance. Catania said other new initiatives also would have to be put on hold, including a planned increase in some Medicaid reimbursement rates and a proposal to add physicians to the city's public schools.
